Time of day
Use this pattern for every admin time field
- Keep the closed trigger concise: 9:00 AM or End of day.
- Offer hours 1–12, minutes :00/:15/:30/:45, and AM/PM inside the popover.
- Offer End of day only when choosing an ending time; it maps to API value
24:00. - Close with Done, click-away, or Escape. Return keyboard focus to the trigger after Escape.
- Preserve an existing off-grid API time until the user deliberately selects a 15-minute value.

Do not expose the API notation.
Show friendly 12-hour labels in controls and read-only summaries. Never show 24:00 to customers.
